Lake Martha Association

July 15, 2002 Meeting Minutes

The meeting was called to order at 7:22 pm.  There were eight members in attendance.

The minutes from the June meeting were accepted as written.

Joy Morris reported that there are currently two bank accounts.  The original account is with Oakley National Bank and has a total of $1,148.01.  The new account is with Bank West and has a total of $350.00.

The cutter boat is in need of major repairs – there is the issue that the boat may not be worth repair.  A lift or rollers would help to prevent damage to and help prolong the life of the cutter boat.  Bruce Biederman and Lance Scott are working on the cutter boat maintenance and policy.

Bill Tregaskis will organize the road paving petitions by having a lead person for each street.  There is a $5,000.00 assessment cap to each residence for the paving.  The city is responsible for anything above that cap.  The feasibility is determined in November by the County.  The public hearing is held in December.  Open bids are taken in March.  Appeals are allowed in April.  Construction could begin in May if everything is approved.

The Lake Association picnic invitation was passed out.  Jeannie Tregaskis will also be putting the invitations in everyone’s mailboxes.

Bill Tregaskis said that the mission statement, which is on the web site, is grammatically incorrect and he will change it.

Kevin Potter said that the grinder pump work was at the Lindahl’s and Jeanie Peterson’s properties.  He said that they had skipped a couple of properties on Lake Charlotte.  Originally the progress was to be four to five houses a day.  Reality is that one house is being completed every week to a week and a half.  Rumor is that the workers were pulled from this project, there was a leak in the line, there have been test problems, and of course there have been rain delays.  Tom Christianson with the City of St. Michael is the contact person for the project.  It is believed that four to five houses can and will be hooked up to the sewer at one time and everyone on the Lake(s) have to be hooked up at the same time.  It is also believed that a household will not be without sewer.

It was suggested that Lake Martha should have a weed study done by a professional company or the DNR, which would be concluded with a control plan.  Then that plan should be followed for more than one year.  John Witstine and Dave Tabbut suggested that native weeds be reintroduced into the Lake.

Bill Tregaskis recommended adding the weed control permits applications to the September meeting agenda.

Kevin Potter motioned to adjourn. Sue Brallier seconded the motion.  The meeting adjourned at 8:21 pm.
